Project Description

Behind every tap and drain in Yorkshire lies a network of water and wastewater infrastructure that demands constant care, upgrade, and investment. Yorkshire Water stepped forward by awarding £1 billion in contracts for its new AMP7 MEICA (Mechanical, Electrical, Instrumentation, Control, and Automation) Frameworks.

These frameworks cover everything from installing simple dosing systems to undertaking complex refurbishments of pumping stations and full treatment works, spanning both water and wastewater sites across the region.

The scale is immense, but so is the ambition to deliver critical infrastructure safely, efficiently, and with a fundamental shift in how the industry approaches safety culture.

The Challenge

Managing safety across a programme of this scale is a logistical and cultural mountain to climb. Multiple framework partners, hundreds of individual work fronts, and the constant pressure of keeping water and wastewater services flowing to millions of customers create a pressured and demanding environment.

The programme needed a collaborative ecosystem where safety was not a competition or a box-ticking exercise, but a shared value that united every organisation involved. Eric Wright Water are a nominated principal contractor, this meant embedding safety into daily operations so that it became instinctive not just procedural.

A fragmented, contract driven approach would never deliver the safety outcomes Yorkshire Water demanded as part of their framework agreement.

The Solution

At the heart of the programme lies the Enterprise Delivery Model.

A collaborative approach that brings together Yorkshire Water, its framework partners, and key stakeholders as a single, integrated team. This represents a fundamental shift from traditional contractual relationships.

Yorkshire Health and Safety worked closely in partnership with Eric Wright Water to embed behavioural safety into every stage of the project.

Our Support Included:

  • Embedding behavioural based safety as the cultural backbone of the programme, moving beyond procedures to actively shape safety behaviours on the ground.

  • Working side by side with Eric Wright Water's site teams, ensuring safety conversations happen organically on the ground, not just in boardrooms.

  • Championing Positive Intervention Skills training, a programme specifically designed to highlight the impact of behaviours upon safety and the power of person to person intervention to create a proactive safety culture.

  • Facilitating seamless collaboration between Yorkshire Water, Eric Wright Water to create shared ownership of safety outcomes.

  • Providing ongoing on-site support to supervisors and operatives, reinforcing positive behaviours and empowering every individual from the boardroom to the site worker to take personal responsibility for safety.

The Results:

  • A genuine collaborative safety culture has taken root across the programme, with framework partners working as a single integrated team rather than competing contractors.

  • Positive Interventions have become a daily reality, with workers at all levels confidently stepping in to prevent unsafe acts and reinforce safe behaviours.

  • The Enterprise Delivery Model has proven its value, demonstrating how collaborative, human-focused safety management can complement engineering excellence on a programme of unprecedented scale.

  • Eric Wright Water's established commitment to safety has been amplified, with behavioural safety becoming a shared value that drives performance and reduces risk across multiple work fronts.

  • Yorkshire Water has seen its ambitious framework programme delivered with safety at its core, protecting both the workforce and the critical infrastructure that serves millions of customers every day.

“Working on a programme of this scale demands a different kind of safety thinking. You need to build a culture where everyone feels responsible for each other's safety. Positive Intervention training has been a gamechanger, giving our teams the confidence to speak up and step in when it matters.”
